Manual penalties are used to refer to penalties or fines imposed on certain websites when they are found to be in violation of the Google Webmaster Guidelines by some Google engineer. Recovering from manual penalties can take a long time, even so much as a year in some cases. The alternative for a site owner is to file for a review as per Google Webmaster Tools after taking care of the initial problem which caused the penalty in the first place.
